ESD #3 ANNEXATION INFORMATION
The Board of Commissioners for the Bastrop County Emergency Services District 3 (ESD3) held a Public Hearing on Wednesday, August 13 to solicit public comment on a petition for annexation of the City of Elgin and its extra-territorial jurisdiction (ETJ) within Bastrop County into the district. Six residents spoke in favor of the annexation. At the close of the public hearing, the Board voted unanimously in favor of calling an election for annexation of the territory, finding that the annexation was both feasible and in the best interest of the District. The election will be held on November 4, 2025, and will be managed by Bastrop County.
In November, Bastrop County voters will vote on whether the District territory, which currently includes all areas of Bastrop County except the City of Elgin and its ETJ, be expanded to include the portions of the City of Elgin and its ETJ that are in Bastrop County. Both initiatives need to pass in the affirmative for the City and its ETJ to be included in the District. If the City is included in the District, Elgin residents who reside in Bastrop County, including residents of the City's ETJ, will pay up to $0.10 per $100 of property valuation to the District, in keeping with the other members of the District effective in the tax year beginning January, 2026.

Governed by a five-member Board of Commissioners appointed by the Bastrop County Commissioners Court
Provides EMS service through its contracted ambulance provider, Acadian Ambulance
ABOUT THE VOTE
Election called for November 4, 2025
Voters in the City of Elgin and its ETJ that are in Bastrop County will vote on whether to to be included in the District; AND
Current members of the District (i.e., the rest of Bastrop County) will vote on whether to expand the District's territory to include the portions of the City of Elgin and its ETJ that are in Bastrop County.
BOTH initiatives need to pass in the affirmative for the City and its ETJ to be included in the District.
If passed:
Elgin residents who reside in Bastrop County, including residents in the ETJ, will pay up to $0.10 per $100 of property valuation to the District effective in the tax year beginning January 2026.
There will be NO ADDITIONAL COST to current members of the District who reside outside of the City of Elgin and its ETJ
