Austin, Texas – April 1, 2025 — Encotech Engineering Consultants is proud to announce the promotion of Scott Francis, P.E., to President, effective April 1, 2025. Mr. Francis will assume responsibility for the firm’s day-to-day operations, while Founder and CEO Ali Khataw, P.E., will continue in his leadership role, focusing on long-term strategy and growth initiatives.
This transition comes as Encotech celebrates 35 years of delivering high-quality engineering services throughout Central Texas. This milestone also reflects Encotech’s evolution into a multidisciplinary firm with a strong leadership team and a collaborative culture. With an eye on the future, the company continues to invest in emerging technologies, integrated design practices, and professional development, ensuring it remains ready to meet the complex challenges of tomorrow.

Scott Francis currently serves as Principal and Vice President of Structural Engineering. With over 36 years of experience in structural design and management, Mr. Francis has been instrumental in leading complex educational, civic, infrastructure, multifamily, industrial, and transportation projects throughout Central Texas. Since joining Encotech, he has expanded the firm’s network and played a key role in delivering significant initiatives for the Austin Independent School District, the City of Austin, Austin Community College, and the University of Texas at Austin. His collaborative approach and ability to align engineering solutions with client visions have made him a trusted advisor across project teams.
A strong advocate of mentoring and technology-driven design, Mr. Francis brings strategic foresight and a practical understanding of project delivery to his new role. He will continue to lead by example, emphasizing excellence in service, accountability, and team growth.
