Texas Association of Business and NFIB Endorse Bills to Bring Transparency and Accountability to State Health Care Mandates |
AUSTIN, TX – The Texas Association of Business (TAB), the Texas State Chamber, and the National Federation of Independent Business (NFIB), the leading voice for small businesses, today jointly announced their strong support for Senate Bill 818, filed by Senator Paul Bettencourt, and House Bill 1906, filed by Representative Dennis Paul. These bills would create a much-needed process to estimate how proposed legislation could impact the cost of private health coverage for employers and families—filling a critical gap in Texas’ approach to health benefit mandates.
Texas currently lags behind at least 29 other states that already utilize fiscal notes and impact statements to determine how legislative proposals will affect health coverage costs. In an era of rising health expenditures, these measures will equip lawmakers with the data needed to make informed decisions. By leveraging the Texas All-Payer Claims Database (APCD)—a comprehensive repository of claims and cost data—lawmakers can receive reliable, independent estimates of how new mandates and regulations may drive up insurance costs for job creators and families.

As health care spending is projected to rise by 9% this year, these new tools will help prevent unintended cost burdens that make it harder for businesses—large and small alike—to offer affordable coverage. By providing transparent, detailed cost analyses of proposed health regulations, Texas lawmakers can bolster the state’s economy, protect the interests of job creators, and help families maintain access to quality health benefits.
TAB and NFIB stand ready to work alongside the Texas Legislature to advance SB 818 and HB 1906.
